Notice of Intent to Enter Into a Guaranteed Maximum Price Contract

Floyd County Medical Center (FCMC) intends to enter into a Guaranteed Maximum Price (GMP) contract for construction of a Rural Health Clinic (RHC) expansion to FCMC along with a hospital expansion in adjacent spaces to the clinic.

FCMC will publish a request for qualifications (RFQ) for Construction Manager at-Risk (CMaR) services for the project on June 30, 2023. The CMaR will be chosen using a two-step solicitation process and chosen on “best-value.” All CMaR submittals who have demonstrated sufficient qualifications based on the following criteria will be offered the opportunity to submit a request for proposal (RFP) to serve as CMaR on the FCMC Clinic and Hospital Expansion project:

• Experience and Qualifications
• Office/Corporate Structure
• Project Team
• Company Differentiation and Management of the Process
• Insurance
• Safety Program

The architecture firm has been hired and the project has recently completed the Schematic Design (SD) phase and will begin the Design Development (DD) phase in mid-July, 2023. FCMC is in the process of securing funding for this project with the USDA-Rural Development.

Commencement of this project is dependent on the timing of securing financing. Owner is hopeful for a construction start date of April 2024.

During the proposal stage, qualified respondents shall be asked to submit their proposed fees for the project. FCMC will select the proposal that offers the best value based on the published selection criteria and on FCMC’s ranking evaluation.
